All clubs are reminded of the Cumbria regulation that has been in operation for circa 10 years that, before they make an approach for the playing services of a player from another club, they must follow the guidelines set out in the regulation. There have been instances recently where players have been approached without the consent of their current club. In the event of a complaint of such alleged misconduct being reported, then the offending club may be proceeded against for conduct prejudicial to the interests of the game, contrary to RFU rule 5.12.  It should be noted that under this rule, sanctions are at large. The co-operation of all clubs would be appreciated.
